The Art Anderson team is excited to bring on a talented Construction Manager/Quality Assurance Representative ready to join our team. This position is a full-time, term position expected to last a minimum of 16 months for a specific construction project with a federal client in the Port Orchard, Washington area. Work location will be on-site full time. Remote work is not an option for this position. The possibility of a permanent position exists depending on performance and workload. The term is expected to begin in July 2025.
The candidate must be a self-starter and have excellent teamwork skills. Must possess excellent communication, coordination, and people skills.
Responsibilities:
Responsibilities include standard duties of a construction manager on a federal project, including but not limited to the following:
- Maintain and track correspondence between CM/QAR, contractor, owner’s representatives, and contracting officer.
- Support contracting officer in clarifying technical requirements of final design
- Review system/equipment test reports, material samples, O&M manuals, as-builts, and manufacturer’s certificates for conformance with contract specifications.
- Participate in coordination meetings, joint inspections, and final inspections of the work. Ensure contractor implements and follows the three-phase quality inspection program. CM/QAR will attend each meeting and inspection.
- Immediately notify the contracting officer of any situation that may result in a contract dispute, contract modification, or stop work order.
- Document the results of all inspections and maintain a record of all communications with the contractor.
- Review and verify monthly schedule progress and provide guidance on review of contractor’s monthly pay applications.
- Be on-site from issuance of construction notice to proceed (anticipated July, 2025) through contractual completion date (anticipated October, 2026). Typical work hours will be from 7:00 am to 4:00 pm, Monday-Friday. Occasional night or weekend work may be required.

The salary range for this position is dependent upon experience and skillsets, but a standard salary between $80K – $110K is expected.
Required Qualifications:
- Minimum 5 years’ experience in construction management, preferably on multi-disciplinary jobs including site work, vertical construction, mechanical systems, and electrical distribution
- Certification in the US Army Corps of Engineers Construction Quality Management for Contractors course (current at time of hire), and experience working in the three-phase quality assurance inspection program.
- Problem solving and decision making skills.
- Proficiency with Word, Excel, Outlook.
- Physically able to conduct site visits.
Additional Preferred Qualifications:
- Construction management experience on federal government projects with construction costs greater than $10M.
- Experience with the commissioning process
- Experience using industry standard software such as AutoCAD, Rhino, PipeFlo, and FEMAP.
- Passion for and ability to engage in business development and sales activities in the marine industry.
